What is the best time to visit Ninh Binh?

Is Ninh Binh the same as Hoa Lu?
In 2025, Ninh Binh province was reorganized and the main city area was officially renamed Hoa Lu, after the ancient capital. Both names refer to the same destination. When you hear "Ninh Binh" or "Hoa Lu" — it is the same extraordinary place.
